Mostaz'afan and Janbazan Institute

Up to 1367, Martyr Institute administered janbazan affairs. Then on this year, under the command of Imam, Janbazan Institute which was governed by Mohsen Rafigh Doost set to administer this institute. The above organizations set to work officially at 1368/6/16 and managed the affairs of Neka, Behshahr, Galoogah and the suburb which had a population of over 5000 people. After the dependence of Neka, this office has managed the treatment, settlement, and engagement of Behshahr's janbazan population which are 3500 people. Dependent institutes to Bonyad include Bonyad Finance and Credit Association, and Ran Vashmgir Company. The outstanding people in this office are Mr. Roohollah Ghalandari, 40% janbaz with ten years of captivity; Mr. Ali-Akbar Yeylaghi, 705 janbaz as the Deputy to Karbala 25 special corps during the war and Mr. Haj Abbas Sedaghati, 70% janbaz, member of the Behshahr city council.

Iran Insurance Company

At 1314, insurance company was founded at Iran and at 1368, on the request of Mr. Gholam Hossein Ashrafi Esfahani, an employee to Gorgan Insurance Company, it was founded at Behshahr. At 1355, the first Agency Office was founded at Behshahr by Mr. Seyyed Mohammad Hashemi Nejad- brother to Martyr Hashemi Nejad. The first location was in front of the present building which was settled here after buying the present location at 1371 and exploiting it at 1379. Until 1378, Behshahr Insurance Company was under the supervision of Tehran Central Office and after this year it founded the Provimcial Central Office. Insurance Company Agencies at Behshahr includes 6 agencies which are as follows: two agencies at Behshahr, one at Galoogah, and three agencies at Neka. 50% of Neka zone is under the supervision of Behshahr Insurance Company ( Neka Guard Bridge ). Selling different kinds of policies consisting Individuals, Lifetime and Accidents, Treatment and Objects Insurance consisting Automobile Trunk, and Third Person, Ransom, Fire, Engineering, Responsibility and Freight are as Insurance Company's services. According to the censuses at 1381, total referees during the year were 20000 people who consisted of 400 Freights, 3500 Third Person, 14000 seats , 10 Traffics, 200 Automobile Trunks, 2400 Treatment, and 2400 Government Employees.

Behzisti Institute

According to the principals 21, 22 of the constitution and with the efforts of Martyr Dr. Fayyaz Bakhsh, Behzisti Institute was founded at 1359. Also in Behshahr, this institute which used to be the Welfare Office (from 1354) was formed at 136. It has two branches: Aboozar Civil Behziati Services-inside the institute and Salmane Farsi- at Golshahr. Areas of activity of this institute consist of Financial Office, Social Affairs, Rehabilitation Affairs, Cultural Affairs, Prevention, and Humanitarian Communications. Rehabilitation center of this institute is governed by Mr. Abbas Abbasi Rostami which declares the following statistics:

Civil and Rural Complex, (241 people) pensioner households, (2000 people) sidelong services, (41 people) rehabilitation of the handicapped of marrow industries, (2020 people) facilitation of the environment, (1471 people) Based on Community Rehabilitation (C.B.R) 15 centers, and 61 hygienic centers(40 people), physiotherapy(20 people), speech therapy (20 people) and occupational therapy. Social Affairs department is under the supervision of Mrs. Farimah Yoosefi and Humanitarian Communications department is governed by Mr. Hossein Mehregan.

Post Office

At 1330, Behshahr Post, Telegraph and Telephone Office was founded at the late 7 th Tir Street (beside the present police office) on which Telecommunication Company is operating. At 1366 Post Office was separated from Post, Telegraph and Telephone Ministry and set to work independently. The most important activities of the Post Office are services and parcels. Of course it covers some other services such as: admission and sending the mails vanguard, express, custom-made in and out of the country, admission of the parcels, delivering the university exam pamphlets, automobile services, admission of company ads, registration and delivering mobile phones. Delivering the bills, delivering the retired salaries at their doors, occupation registration, photo post services, civil and rural coupon delivery, and military service registration are of post office duties. Post office branches are Post Bank, Post Agencies at city or village, two private post agencies including post and telecommunication agencies 111,112.

Physical Fitness Organization

Behshahr physical fitness organization started to work as a separate office at 1351. The most important activities of this organization are encouraging sports at the professional level plus giving services to all of athletes and the sports community of the city, solving their problems and introducing them to the national team. Branch of this organization is at Galoogah which is governed independently. The introduced champions are as follows:

Hossein Samei (Chess), Mohammad Hassan Keramati( Track and Fields), Hossein Bipanah( The Deaf Volleyball), Mohammad Kanani(The Deaf Wrestling), Abdolreza Mahmood Janloo, Mehdi Larijani, Akbar Bazri, Akbar Omidi, Mohammad Reza Reza Zadeh, Akbar Sarfaraz, Hadi Tahmasebi(friend to Decent Hero, Takhti), Gholam Noori, Asghar Bazri and AMhmood Amir Khanloo(Wrestling), Asadollah Rezaei(International Wrestling Coach), Seyyed Javad Manafi( Football), Hossein Ali Shirazi( Boxing), Ms. Osra Askari( Ladies Track and Fields), and Ms. Roghayeh Ghasem Por( Ladies Physical Fitness).

Social Security Organization

As the Precaution Box of Ways and Streets set to work at1309, the official work of social security at Iran started which was developed after ratifying the Workers Compulsory Insurance rule at 1322 and Workers Social Insurance at 1331 and Social Security at 1354. This organization has experience of insuring in areas such as retirements, treatments, governing the companies, economical and industrial activities, constructions, and banking over half a century.

Social Security Installations at Behshahr set to work as the Workers Social Insurance Organization Agency at 1333 and continued its duty as Behshahr and Gorgan Workers Social Security Insurance Organizations at 1340. It started its task as Behshahr Social Insurances Organization from 1351/7/20 and as Behshahr Social Security Organization from 1354.

The organization services are as follows:

Medical Commission, Survivors Salary, Tire Salary, Protection against Accidents and Diseases, Pregnancy Repayment and Wage, Burial Subvention, Unemployment Wage Repayment, Unemployment Insurance Pension, Medical Aid Tools for the Insured and Marriage Subvention.

Cooperative Institute

Cooperation ministry set to work at 13 th Shahrivar 1370. It started its work at 13 th Khordad 1377 in a hired building at Behshahr and with the efforts of a Congress Representative Mr. Rahmani, it set at the new building at1380. Neka cooperation affairs are managed at Behshahr Cooperative Organization. Active cooperative companies at Behshahr and Neka, as the latest statistics shows are as follows:

Cooperative members are62453 people among whom 4764 people are female and 57689 people are male. The registered primary asset of the cooperative is 16503987000 Rials. Financial and credit supports from budget credit, the share of cooperative department includes long-term and short-term credits.

In the long-term credit, from 1359 to 1381 about 68400047 rials was assessed for 121 projects which provided occupation opportunity for 2012 people; in the short-term credit, from the second half of 1378 to 1381, 35488700000 rials loan is assessed for performing 1555 project items.

In the field of teaching, from1370 to the end of 1381, 240 tutorials were held for the members, managers and the inspectors. 4526 participants attended the tutorials for cooperative rules, accounting, computer, carpet weaving basics, good carpet weaving, handicrafts tutorial, bakery hygiene basics, designing and graphics, management at cooperatives and workshop tutorials over 11373 hours.

Status Registration Office

Status Registration Office was formed at Mazandaran at 1305 and simultaneously formed at Sari, Ghaemshahr, Babol, Amol, and Tonkabon. Right now 24 Status Registration Offices are working at Mazandaran including 15 offices at the center of the provinces, and 19 offices at the center of the districts. Behshahr Status Registration Office was formed under the protection of Sari at 1306 which was called “Identity Status” Office. The most important duties of this Office are: Birth Registration and ID Issuance, Death Registration and Death Evidence Issuance, ID Replacement, Marriage and Divorce Registration and Changes Report, Birth Evidence Issuance for Foreign Citizens, Collecting and Preparing Human Censuses and Issuing National Card for the people. ID Replacement project was achieved at 15 th khordad 1364 in which the old IDs were replaced for the new ones. This office does not have any branch in Behshahr but the District Manager (Status Registrations) oversees the villages which is called “Village Walk”.

Documents Registration Office

This office was founded at 1333/4/1 at Behshahr and its duty is Properties Registration, Documents and Companies Registration and Issuing People Ownership. Until 1375 Neka was also under the support of this office but it was separated from there the same year at Bahman. The sub-institutions of this office include 4 Registries, 8 marriage offices and 4 divorce offices over the province.

Jihad Agricultural Institute

Jihad Agricultural Institute was formed after the historical message of Imam Khomeini at 58/3/26 which set to work at the beginning with Central Council Brigades such as Jurisconsult Guardian Agency, Munitions and Backup, Construction Committee, Agricultural Committee, Hygiene and Treatment Committee, Rural Products Committee, Water Committee, Cattle Affairs Committee, Social and Cultural Affairs Committee. At 1369 Fisheries Company was assigned to Jihad. At the same year, under the command of Supreme Leader and approval of the Cabinet the two offices Jihad and Agricultural were combined together and renamed to “Jihad Agricultural” and at 1379 a new ministry which was called “Jihad Agricultural” was formed.

Behshahr, with an extent of over 1825 kilometers per square which covers 7/7 percent of the province area, has a 44percent of the rural population and 56 percent of the civil population. Areas of activity of “Jihad Agricultural Office” support 3 cities, 3 districts, 6 countries and 117 villages. The management has established 6 agricultural service centers along the countries for the facilitation of services.

Areas of activity of this management include Agriculture and Planting Office, Promotion Office, Cattle Affairs Office, Water and Soil, Protecting Plants, Architecture and Rural Handcrafts, Watershed Land Affairs.

17 martyrs, 26 janbaz and 9 tolerant are considered the outstanding figures of this Office which follows:

Biological Environment

At 1335, “Iran Hunt” Club was formed as an independent organization to protect the wild life and fulfilling the hunting rules. At 1337, this club was formed at Mazandaran and at Sari. At 1346, “Hunting Club” renamed to “Hunting and Prey Supervising Organization”. At the same year, Behshahr Chief Hunting Office started to work with part- time supervision of 3 officers from Sari and 3 officers from Behshahr in the neighborhood. At 1348, Miankale was governed under the supervision of Behshhar Chief Hunting Office as Protected Zone and Behshahr management started protecting Miankaleh by installing 4 environment protection stations and 20 personnel which protects southern Behshahr forests. At 28 th Khordad 1353, this organization renamed to “Natural Environment Protection” which was managed by the Prime Minister. Behshahr Hunting Office was changed to Behshahr Environment Protection at 1355.

In the course of Victory of Revolution, the region preservationists followed the Revolutionists. Jobbers and the ignorant damaged Miankaleh's wild life so terribly that many breeds of mammals and birds decreased and even were going to extermination until protective plans and support of some sympathetic responsible security returned to these regions gradually.

Justice

Before courthouse at Behshahr, court issues were carried out by Amin Anjam Solh at the Demarche. From 1329, the first court was formed at Behshahr which changed to Behshahr Province Courthouse, Deputy of the District Courthouse from 1339. From this year until 1352, the Province Courthouse had one branch. From 1353, another branch was formed as the second branch of the courthouse and investigating legal and penal issues and protecting the family were its duties. From1362, all of the courts were renamed to Public Court . At Behshahr, penal issues are carried out by branches 1, 2; judicial issues are carried out by branches 1, 4; and special civic cases are carried out by the 3 rd branch. By forming the Public Courthouse, the judge possessed a Counselor and redacting the verdict was possible after receiving the counselors' views. Right now, Behshahr is doing its judiciary task by the public courthouses at Behshahr and Galoogah. Behshahr Justice includes 9 branches and the related offices are: Disciplinary Force, Police Station, Post, Guardsmen Army, Basij, Bio Environment, and Natural Resources. Martyr Ali Asghar Moradi and Janbaz Ali Rahimpoor Kami, Ali Mahmoodi, Yousef Ali Eshagh Gorji, Akbar Keshavarzian, Mansour Habsi, and Azadeh Ghafarali Shabani are the Justice outstanding figures.

Imam Jome' Office

At1359 under the command of Imam Khomeini Ayatollah Jabari was appointed as Behshahr Imam Jome'. It has three offices investigating people affairs. Engineering System Office The foundation date of this office is 1379 which investigates and controls the supervision and sketching in construction. Total office members are 81 people; 75 people have majored in Construction, 4 people have majored in Architecture, 10 people have majored in Electronics, and 10 people have majored in Mechanics.

Tobaccos

Tobaccos installations were founded at Iran at 1317 solar year by a Greek engineer called “Zaphiro Polus” who was the founder of Tobaccos at Iran . He was responsible to examine the soil of Iran in different areas for its tobacco productivity which resulted in finding Behshahr's soil as the most productive area for tobacco which led to found their main seat at Tirtash institute. The other responsibility of this Institute is contracting with the farmers for cultivating tobacco and delivering them the seeds. Its other responsibility is selling cigars legally based on the licenses delivered to the sales agents. Discovering illicit cigar is its next duty. Behshahr installations were built at 1320 or 1321. Right now, about 970 hectares of the province is under tobacco cultivation.

This office set to work at1363 in the present building which was constructed by the Decent Mr. Haj Hosseini. A part of the ground of this building was dedicated by the Decent Mr. Ismael Yaghoobi. Areas of activity of this office cover Sang Shekan Bridge to Hasht Tike Galoogah at east and from the end of Emadi Garden to Jamkhaneh Passage and the city zone and inside the city is related to the municipality. Duties of this office includes supervision on ways, installations, constructions, sending goods, international communications, passenger transportation and giving license for construction. Projects such as Mountain Way , Asiasar, Khalil Mahalleh Beltway, Shahid Abad Byway, Gorge way to Sefid Chah, Neka to Niroogah and Neka and Behshahr Beltway are considered its duties. Safi Abad Road Asphalting is done by this office and the outstanding figure in this office is the Decent Lotfali Gooshehneshin Rostami who lived in Rostam Kala. He had an accident while he was supervising the asphalting in front of Rostam Kala at 1378/11/28 and passed away on the way to the hospital. “God Bless Him.”

Taxi Driving Organization

Behshahr Taxi Driving unit started to work under the supervision of the municipality at 1376/2/23. Of course the exact date of Taxi Driving foundation is 1334, 1335. At that time 4 taxis were working at Behshahr whose drivers were Mr. Markabati, Mr. Hossein Moghbeli, Mr. Bastejani, and Mr. Dideh Ravi. Areas of activity of this organization includes Shahid Abad village to Saroo village and Mellat Park to ElmoSanat University and from the airport way to the port. Its main duty is transporting the passengers and citizens and based on the latest censuses, 320 taxis are working at Behshahr and in addition to these taxis, some civil unit systems which were added to the city passenger system at the beginning of 1383 and some special line systems are working. Taxis work from 6 am to 9 pm. There are also 49 telephone-taxis working along the city which are as follows:

Azadi, Asseman, Afshin, Enqelab, Ommat, Omid, Baharan, Bahman, Paeezan, Parastoo, Payam, Pishva, Jam-e-Jam, Hafez, Khazar, Darya, Delijan, Refah, Sahel, Sahar, Salam, Seir-o-Safar, Shahin, Shomal, Shahab, Saba , Sadaf, Oghab, Fajr-e-Foroodgah, Gha'em, Ghods, Kosar, Kian, Golestan, Golha, Laleh Meraj, Mehr, Milad, Navvab, Noor, Vali Asr, Special for Ladies, Hejrat, Homa, Hamsafar, Hamshahri and Yeganeh.

Guardsmen Army

It was formed at 1359 under the command of Imam and by the help of devotee members, passed one of the hardest pages of revolution history which was war with Iraq successfully. Behshahr Army is active in the fields of construction powerfully which is working as the Basij Construction Union and the Unemployed Free time Plan which was formed at 18 th Bahman 1379 according to the sayings of Revolution Leader which includes planting, Valve Platforms, Forestry, and Veterinary. Behshahr Army, by dedicating 147 Guardsmen Martyrs, 7 Lost, 464 Basiji Martyrs, 47 Tolerant, 91 Soldier Martyrs, is one of the best known and most powerful army forces. Families such as Batebi, Keshavarzian, Mahjazi by dedicating 3 martyrs, and Tatian by dedicating 2 martyrs are from among the outstanding figures.

Veterinary Network

Between 1340 and 1345, Behshahr Veterinary Network was founded at the campus of Rural Water and Sewage Office. The most important duties of this office consists private and governmental section. The first one includes Attack against Bestial Diseases, Attack against Zooparasite, Monitoring Public Hygiene, and Monitoring Raw Bestial Products Delivery in the Delivery Centers , Diagnosis and Attack against the Honeybee Diseases. Private services include treatment. 6 Vet Pharmacies consisting 4 at Behshahr, 1 at Galoogah, and 1 at Zaghmar and 6 Clinics including 2 at Galoogah and 4 at Behshahr and a Vet Laboratory which was assigned to Private Section; also two Slaughterhouses at Behshahr and Galoogah, two Birds Slaughterhouses at Behshahr and San'ati Town, one Chicken Packaging Workshp at San'ati Town (Sanam Khazar Company), two Fish Conserve-making factories at Amir Abad, two Fish Powder-making factories at Amir Abad port and San'ati Town, and Cattle Food Production factory( under foundation at San'ati Town) are among the centers which are supervised by this Office.

Hygiene Network

This network was founded at 1354 which was transferred into Farash neighborhood during a process at 1381. The most important duties of this office include Hygiene Training, Family Planning, Schools Hygiene, Attack against Diseases, Environment Hygiene, Professional Hygiene, Mouth and Teeth Hygiene, Providing Medicine, Statistics and Information, Hygienic and Treatment Networks Adjustment and Spraed.

Number of Civil and Rural centers which are under the supervision of Behshahr Hygiene Network includes: Civil Centers consisting 9 centers 1, 2, 3, 4, 5, 6; Rostam Kala Hygiene Center, Galooogah 1, 2. 14 Rural Centers consisting Zaghmarz, Gorji Mahaleh, Hossein Abad, Shahid Abad, Khalil Mahaleh, Mahdirjeh, Altapeh, Ghale Payan, Khorshid Kala, Lemrask, Sefid Chah, Arzat, Bisheh Baneh and Barma. Also number of the Hygiene Houses at Behshahr is 62.

Oil Seeds Production

This company was founded at Behshahr and all over the country simultaneously at 1341 and started to work by contracting the two products Sunflower and Soya. At first it was in front of the Gas Office which was transferred to the present place later. During the purchase season, provisional branches are held across the province for a month. This company carries out Contraction, Delivering the Seed and Muck, and Presenting the Technical Production and Visits of Farms processes. The contracted products between the company and the farmer are: Sunflower, Soya and Kalza. Founders of this company, as the farmers' society servers are from among the outstanding figures that are: Mr. Khaidvi, Mr. Mohammad Reza Shafiee at the province and Mr. Siroos Kan'ani at Behshahr.

Petrol Company

First activity of Petrol Co was 1318 at Behshahr. This company includes 32 Delivery Channels which has 4 Stalls at Rostam Kala, Behshahr and Gallogah and one Joint Station inside the city. 4 civil vendors and 2 ex-civil vendors plus 19 cooperatives among them 6 cooperatives working at the impassable and mountains are working. Two units of oil and gas and kiln oil are giving services by delivering them. The use of these products is for home, transportation, agriculture, industries and factories and… The outstanding figures of this company are: Martyr Mohammad Ismaeeli, and the Janbaz Asadollah Tabari, Reza Ali Alkizadeh, Jamsjid Rahmati and Najafali Shirzadi.
